and ofc
since im am in (well a resident of Canada,province of Quebec)
cani participate in USA Sweepstakes,or since i am in Canada,province of Quebec,i am forbidden to do so.

Yes - it does work in Quebce (the form filling portion of the software).

For the ninja sweepstakes - while it is designed primarily for the USA, there are sweepstakes that both Canadians & Americans can enter.
I believe about 70% of the ninja sweepstakes are open to both.
